City Clerk
The City Clerk's office is responsible for keeping and providing copies of all city records, issuing licenses and permits, and organizing elections.

Code Enforcement
The Code Enforcement portion of the Department of Planning and Development issues permits and conducts inspections for all electrical, plumbing, and building work done within the City.

Community Development
The mission of the South Portland Community Development Program is to improve the lives of the City’s low-and moderate-income residents. The program accomplishes this goal by administering the Community Development Block Grant (CDBG) program, which is an allocation of U.S. Department of Housing and Urban Development (HUD) funds received through Cumberland County.

Community Television
Welcome! South Portland Community Television (SPC-TV / Spectrum Cable Channel 2 and 1301) and South Portland Public Access Television (SPPA-TV / Spectrum Cable Channel 3 and 1302) are South Portland's local access cable TV channels. Both channels are headquartered at City Hall (25 Cottage Road).

Corporation Counsel
Corporation Counsel handles questions ranging from taxation to insurance, personal injury to civil rights, constitutional law to administrative law, property rights to environmental law, and contracts to personnel matters. Local, State, and Federal law must be observed.

The purpose of the Economic Development Department is to create a viable city through the promotion, recruitment, and coordination of new commercial, industrial, retail, and residential developments.

Emergency Management
The Fire Department is responsible for Emergency Management within the city. The Fire Chief serves as the EMA director and is responsible for organizing and instituting the city’s Emergency Operations Plan. This plan dictates our preplanning activities, response, and mitigation efforts.

Executive
The Executive Department is the office of the City Manager. Under a Council/Manager form of government, the City Manager is appointed by and serves at the discretion of the City Council. The City Manager is responsible for the overall management and administration of the day-to-day operations of the City.
