Any individual or group that raises or spends more than $5,000 to support or oppose a municipal ballot question must register and report as a ballot question committee. See 2023 Municipal BQC Guidebook.
Town and cities with a population of 15,000 or more are subject to Chapter 13 of the Maine Election Law. Candidates or organizations that meet the definition of a Political Action Committee (PAC) or Ballot Question Committee (BQC) and receive contributions or make expenditures to influence a municipal campaign in towns or cities are subject to Make Election Law and must register and file campaign finance reports with the municipal clerk of the city. All filings are available for public inspection in the City Clerk's office.
