Application Submission
Applicants may submit the necessary application(s) appropriate for their project. It may help to review the full list of permit applications below first. Some projects may require multiple permit applications before the project can begin. If you have any questions regarding the application process, please contact us and we will gladly assist you.
This is a new portal and first time users must register an account to submit an application online. The Code Enforcement Team is available to assist during hours of operations.
You may submit applications via this new portal, or you may complete the PDF application from the list below and submit to code@southportland.gov anytime or drop-off to our office during operating hours.
PLEASE TAKE NOTE: Submission of applications through this portal does not immediately grant approval. Submissions will be reviewed for completeness and we will reach out if we need more information before proceeding with our full review. Once we have completed our full review, and payment has been received, you will then receive your permit(s).

Outdoor Dining and Parklets on City Streets
The City has updated Chapter 23 of the Code of Ordinances to allow "parklets" in certain locations within the City. A parklet is a protected area within the public right-of-way that allows for on-street dining, public space for seating, art displays, or other public uses. Parklets are permitted seasonally from April 15th to November 1st and approved permits for parklets would allow operation over a three-year period with annual licensing requirements and inspections.
Parklets cannot be located within traveling lanes or on sidewalks; retail displays and dining or seating on sidewalks will continue to be processed as license requests from the City Clerk's office.
Parklets may be permitted in the following Designated Parklet Locations (PDF) (DPLs), which are established by City Council Order. A web map of the DPLs is also available as a reference. Amendments to the DPLs require a Council Order and may be requested through the Planning Division or by emailing the Planning Director, Milan Nevajda.
Parklet Applications are available via the form list - Parklet Affidavit Template (Fillable) (PDF).
