Code Enforcement

Code Enforcement is a Division of the Department of Planning and Development, and is responsible for the following: 

  • Zoning Determinations. Interpreting and issuing determinations on the City's Code of Ordinances, particularly those relating to zoning and land use.
  • Building and Energy Code Compliance. Reviewing construction-related permit applications;
  • Electrical Permitting. Reviewing and Issuing electrical permits. Note: Any new wiring requires an electrical permit. If you are replacing or adding a service, you must provide the CMP work order number when applying for your permit. Only electricians with a valid State of Maine electrician's license may take out electrical permits and do new electrical wiring in the City of South Portland. A valid electrical permit is required to set up the inspection.
  • Inspections and Construction Oversight. Conducting inspections for all electrical, plumbing, and building work done within the City;
  • Appeals. Administering the Board of Appeals and Variance applications;
  • Street Opening/Excavation. Administering the Street Opening program with Public Works;
  • Food Health. Performing health inspections for food service establishments;
  • Health Generally. Serving as the Local Health Officer, and administering the Board of Health;  
  • Enforcement, Complaints Investigation, and Enforcement. Conducting inspections of potential or documented violations of the City's Code of Ordinances in coordination with other relevant departments, divisions, and third-party agencies. 

State law requires all municipalities to exclusively employ individuals who are verified by the Department of Economic and Community Development for the purpose of code enforcement. Code officials typically attend 60 hours of training seminars a year to maintain certification in their respective fields.
